Rear cladding (flare) mounts spinning?

I'm giving the girl an extensive, top to bottom, detail and am removing the running boards and cladding to get at the 15 year old build up underneath. I got to the rear fender cladding and the mounting bolts are just spinning :/ Anybody else had this issue and if so how'd you get around it? Thanks in advance.

The rear fender flares have nuts on the top edge of the flare.

Nope, just a wrench up inside the flade to hold the nut

HA! What I thought was a solid panel was just a cavity filled with dirt...
