Rear hatch door handle not engaging release latch

Hey all,
Over the last year or so I've had an issue where the handle of the rear hatch isn't engaging the latch mechanism. Historically, the issue would self-resolve. Now it seems to be broken for good.

I've removed all of the panels and have looked over the mechanism on the driver side where the actuator rod clip connects the rod to it's spring-loaded brass arm. Next to the brass arm is another brass arm that the release cable is attached to. When I pull the rod, the arm connected to the cable does not move.

I haven't been able to find a reference to a part that links these two arms when the door is unlocked. I'm wondering whether it's an electromechanical failure, like a solenoid, and if that's the case, what is the procedure to replace it? The structure appears to be riveted in, rather than screwed or bolted.

Short term I've thought of zip tying the two arms together, but I believe this would defeat the lock, and might break the plastic door handle rod retainer.

Any ideas?

Check the bottom latch mechanism itself. I had one rust fail and replaced it with a used one to solve my rear hatch door issues.

I cleaned and regreased the door handle mech. Later when I had issues with the door lock, it wouldnt lock/unlock with the lock buttons or the key fob. I got into the actuator assembly and cleaned/re-greased as it was packed with dirt. Timmy the ToolMan has a video that goes into replacing the actuator motor. I did drill out the rivets to get the assembly out of the hatch. I ordered the replacement rivets from Toyota and bought a $30 rivet gun from Lowes.
