I believe it is just on there with double sided tape. Some dental floss should do it or maybe some fishing line.
 
use a blow dryer or a heat gun and heat it up before touching it. that way the "glue" melts to a degree and is ridiculously easier to get it off. most mnirror bases are held on with a special type of glue. so just heat it up
 
You just angle the mirror up as far as it will go. This should "un-lock" it from the mounting plate. Then just slide it up off the plate. I was suprised how simple it was to do when I took mine off.
 
If you have the dimming mirror, there's a screw hole in right under where the arm pivots. It's either a torx or hex screw, I don't know the size though. I saw the installer loosen a screw there to slide the mirror up off the windshield when my Camry windshield was replaced.

There is a big slot on the bottom of the mirror mount. If you shove a really fat flathead up there (it will only go in about 5mm) and gently pull the handle away from the windshield, or give the screwdriver a slight twist, it should disengage the plastic ramp holding the mirror in place.

This is how I removed mine to install my new dimming mirror.
