Rear window and wiper not working

I have a '91 4runner (v6, 4wd). I live in the south and have recently been dealing with some major rain in my area. After driving through the most recent storm, my rear window will no longer roll up or down, not when I use the key or try the button on the center console (although the center console controls have never worked in the 4 years I have owned this vehicle). Also, the rear wiper doesn't respond to the controls on the console lever and when I turn the vehicle on the rear wiper will wipe on its own (anywhere between 4-10 swipes) before randomly stopping in the middle of the window.

I suspect that somewhere water might have gotten into and disrupted the electronics that are used to control all this. I haven't had the time yet to do through and troubleshoot, but hoping I can get some good suggestions here or maybe even a link to some good troubleshooting guide or something of that sort.

Check fuses that correspond with both issues. Then check the connection behind the rear panels.

It doesnt exactly tell you how to fix the problems once you find it. Great first step at understanding the system in place as imo it is overly complicated.
