My rear wiper blade is acting up. When I turn it on it does its 3 wipes then intervals at it's regular times. But when I turn it off it goes down to the off position then immediately goes back up, stops for half a second then goes down as if it was turned off, then goes right back up. It keeps doing this and at the end, it stopps randomly during its cycle. I have to fight with the blade forever until it finally stops. Sometimes I will be tricked and it seems like its off, then when I use the rear window on the key fob, it will turn the wiper blade on... 
Clearly there is something wrong with this, but is there anyway I can fix it myself or do I have to go to a dealership?
