Replacing my front face bar

I have a 2000 Limited in Black/Topaz. My front bumper face bar is rusted. I am trying to figure out if I should removed it, sand it and paint it or if I should by a new face bar and have it painted. How difficult is it to remove and install the face bar myself. I know pretty much nothing about cars so any advice would be greatly appreciated. Thanks!
