Reving too high?

Need some opinions/advice for my 98 4Runner Limited
When I start up from cold , the engine revs really high and stays high (1500+rpms) for a long long time before droping down.
It has done this every since dealer changed timing belt at 200,000kms 6months ago. Now on really cold mornings when I start it makes a new sound like a whinning for a few seconds then stops and continues it normal high revs .
This this sound normal or should I be looking at something?
Advice is greatly appreciated.

it is supposed to rev high because its dumping more fuel in the engine, as far as the noise its hard to say because cars do weird things when its cold. it is nothing to worry about.
 
Revving high

I can't figure out how to post my questions on this site. My 91 4Runner revs at about 4000rpm on the highway at about 110km/hr. Is this normal? THANKS!
 
It's an auto. Do you think it is a big issue? Should I bring it in to a mechanic or is there something I might be able to do?

x2 your stuck in 3rd gear, try to hear the gear change when u rev up on start if only change twice then you have to check ur tranny
