Rough RPMs

Hey guys. I've been having rough RPMs on my 1999 4runner. So far I've replaced spark plugs and wires, cleaned MAF sensor and throttle body. When parked, the RPMs run from 900-1300. Then when I'm at a stop while having the truck on drive, I have low RPMs under 500. Sometimes so low that it wants to shut off. Don't have the check engine light on so I'm stumped. Any ideas?

FSM says for rough idle: 1. Compression 2. Fuel pump control circuit

For hunting (varying idle): 1. ECM power source circuit 2. Fuel pump control circuit

So use the FSM's procedures to check these items. Luck! :banana:
