Yep totally sounds like a stuck valve. But you dont need to replace the whole engine,,,,well at least in most case. If you are confident on working with engine, I suggest you go ahead and take the head off. Inspect if the piston has been damage by the stuck valve. Then inspect the head and valve and see if there is any damage to the head or is the valve bent.
If the head and valve looks fine then sent the head to a machine shop to get the valve free and machine the head and then reinstall. I did this before but on a miata with cyl 1 intake valve stuck open I took off the head and it was fine so I took it to the machine shop and $250 later my head looks brand new. Reinstall and it ran great for 4 years so far.
But if the head is damage just get a rebuild head or a known good head.
But if the block is damage then a rebuild engine or a low mileage engine is your best bet.
