RR diff lock question

I have a 2000 Limited with the rear diff lock but i can't get it to engage. I tried it tonight.....i went into 4lo, and then pushed the RRdifflock button but it just blinked. it didn't go solid. why won't it engage? i don't even know if the previous owner engaged it once...if its never been engaged will i need to get it fixed before i can engage it?

i tried...i drove 2 blocks very slowly, while stopping and trying reverse, then turning. just wouldnt' engage.
