Rust - Can anything be done?

Im not sure if this should be in Problems, or warranty, or maintenence but here goes.

I have some rust spots starting on my running boards and also on the back bumper/fender and Im just wondering if there is anyway to stop it from turning into full blown rust with holes in it etc.

Is there any product that can stop or slow this down? I can I spray some chromey colored rust resistor on it to make it look better maybe?

POR15 will stop rust from further developing.
