Rust on my 4Runner?

As I was filling up the other day, I happened to notice that the bottom attachment point that holds on the gas cap cover assembly had water sitting in it. I blew the water out, but then I noticed what looks like rust at the bottom. The top one is more horizontal, no standing water, and is the same color as my paint.

From what you guys have seen on your own rigs, is this some kind of coating, or is this rust?

I may have to post some pictures when I get my camera later.

Posting a picture might be a great idea and if it looks like a small spec, try to clay bar it. If it is actual rust, off the the dealer.

It only looks like that one spot where they either welded it.... I would try to clean it up, get some touch up paint and go over it since it is hidden or you can go to the dealer and have them check it out...

I was looking at aused 2003 4Runner and there was rust on the rear hatch where the threads are for the license plate. It was also raining. Looks like the same situation.
 
Does anyone have rust in the gas filler neck area? The area where it becomes narrow, at the bottom? I have a small amount of surface rust there. Something to be concerned about, or to look into?
 
Mine never got any worse.
I just put some alcohol to help dry up the water in the bottom then hosed it down with WD-40 when it was dry.

I'm now in a much drier area, so that may have something to do with it as well.
