Rust ring on the brake rotor

Should I be concerned? The other three rotors look normal and the brake works fine. I just noticed this rust ring and wonder what might cause it.

The shiny area is where your brake pad is contacting the rotor when braking, the rust area is where the pad isn't in contact with the rotor, inspect the pad for a portion being damaged/broken off, etc. causing the lesser contact area compared to the other rotors, I would just go ahead and replace the pads on either the front or rear depending on which rotor it is in the photo.

I think his pads are a goner. Time for new pads and rotors. Also do a brake fluid flush while you have the wheels off.

About 10k miles ago the truck got some new brake pads/rotors. Need to check the record which ones they were.

Since I saw the rust ring I tested braking performance, and noticed that if I brake harder than what I usually do at highway speed, the steering wheel vibrates and the truck stops through a throbbing/pulsating motion.

Googled on that and seems it means the Rotor is warped and maybe brake pad is also worn out.

It looks to me that you have major issue. The pad isn't making full contact with the rotor. Your braking surface is awfully narrow. I would: 1. Inspect caliper and the caliper bracket, 2. Replace rotors with quality name brand or OEM, 3. Replace all pads, 4. Bleed brakes, 5. Knowing that 4th gen rotors are notorious for seizing - replace rotors with lifetime warranty ones such as NAPA or CarQuest. GL
