Rusted antenna base

So my 4runner already has a stationary antenna in place of the removed power antenna. My problem now is that the base of the antenna has almost rusted out completely and I am wondering if it is possible to replace just the base (the part that stays on the fender where the stationary antenna screws into). Here are a few pictures.

I can get the antenna to go in, but it is stripped/rusted and does not screw into place, it just keeps turning. Any suggestions?

Looks like it's just one of those cheapo kits, chances are you'll have to buy a whole new kit.

Good riddance if anything, Taco whip mod looks much cleaner if you're concerned about looks.

I'm not really concerned about looks to be honest. I just want the easiest/quickest solution possible.

I'm looking around JC Whitney but am hesitant to pull the trigger on another kit because with my luck there will be issues.
