Rusty and tarnished chrome bumpers

Ive noticed alot of older 4runners have rotted, rusted out bumpers. I saw one today just like my truck whose rear bumper had literally a 2-3 foot wide and 5 inch tall rust hole through his entire bumper. Looked like hell!

My rear bumper seems to now be developing some surface rust. Ive been thinking of getting some sandpaper and trying to sand it out, then using a good chrome polish when Im done. On my front bumper, there are a few spots that are tarnished and no longer chrome or shiny, but rather look like oxidized metal. Im hoping the chrome polish can help with that but Im guessing not.

So what do you think? Can I save my rear bumper? Could I get the front one to shine again? And how come sooo many 4runners have rotted bumpers?

Get a new one off of ebay...
The bumpers are just chromed steel. If it already has rust it's too late to save it.
I myself got some new rear bumper pieces and had the insides coated to prevent rust since that's where it starts.

I had a 3 foot wide 5 inch tall hole in my rear bumper. They rust out easily because they are so thin of metal with no paint or protection on them. Diet Coke and Tin Foil are good for removing the surface rust, but it will eventually rust out.
