I have some scuffing on the dash. I think it may have been caused by some PVC pipe where I had one end setting on the dash when I brought it home. I know I should have put a towel or something under it, but I really didn't think it would mess anything up. I know better now. I have tried various liquid treatments, but nothing seems to help. I'm considering using some very fine sand paper to try to work them out. Does anyone have any experience and/or suggestions about how to remove them?

You know, I have seen this before, and as far as I know there has been no fix discovered as yet, aside from a costly full replacement. I am sure there has to be a way to at least minimize the scuffs, or blend them in, but I haven't really heard of it being done.
One thing to try though. And I realize this is somewhat of a stretch - is to get some Prima Nero, it's a dash protectant type product.
I use it on my dash, and it's not a glossy shine or anything like that!! It's definitely not armorall. I hate armorall.
But anyways, I find it much more difficult to see the little tiny scratches I have with the Prima Nero on there. It doesn't get rid of them, but it gives the dash something of a satin sheen that kinda of acts to conceal the scratches a bit. At least, from where I sit I can't see them. Then again, they're not that big - so I can't guarantee any results for you - it's something to try though.
If nothing else, you'll have a nice looking dash minus the scuffs! It smells kinda like a banana too, so at least there's that. lol.
If you're interested you can google it and you'll probably find a list of retailers that sell it. I usually get mine from the local shop, but I've seen it on Amazon.com as well.
