Seized Jam Nut on outer tie rod....Now what?

Pretty sure you have it upside down?

The castle nut should be on the bottom of the spindle.

Not on the 3rd Gen. 4Runner they go i as pictured.

Iirc, the torque on those is 65ftlbs which isn't much.

I realize that but I can turn this one by hand almost all the way down where you see it in the picture. No grab at all until the bottom and then the nut and bolt turn together. Any ideas anyone?

Its OEM Toyota and matches exactly to the one I took off. Part number was correct on bag it came in from Toyota.
