Shaking in Steering Wheel at 60mph??

Yep, have the wheels rebalanced. If they can't be balanced then it's time for new tires or time to find a better tire shop.

A vibe in the steering wheel means (90% of the time) a front wheel is out of balance. A vibe felt in the driver's seat is a rear wheel out of balance. An 08 should NOT be having a tie rod issue. Rotating your tires is essential to tire life and will prevent wear issues that can throw a wheel out of balance. On the bright side, it's an easy fix.
Maybe rotors
Hey guys...yesterday I had to replace my brakes and rotors...but unfurnatley I was only able to replace the front brakes becasue AAFEES order the wron size rotors. since im in germany, I cant get the rotors turned, its agaisnt the law. So I put the new brakes on...stopping is great. But the front left rotor has groves in it...they are not that deep. Front right rotor is good. But now when I start hitting the brakes at 60mph, the steering wheel starts to shake, and pull to the right. Is that because the rotors need replacing? I cant get new rotors for another week or two, should I also go ahead and get new brakes as well?:roadkill::roadkill:

It does sound to me like a bad rotor if you're only have trouble when braking. I just replaced all my rotors and pads a few weeks ago because of that problem and now it's gone. If it's the steering wheel shaking then it's probably the front, although I have no clue why new rotors would be bad out of the box. If it's pulling right then I'd say it's probably the left rotor and the grooves you mentioned.
Yeah I would get new brakes too. I changed my left front (same reason: shaking, pulling, small grooves) but I didn't think to replace the pad and it started again within a few hundred (or maybe thousand?) miles. The pads will develop grooves to match the grooves of the rotor, then ruin the new rotor. At least I'm fairly certain that's what happened.
edit: there's also the chance of the famous frozen caliper, but if you replaced the rotors & pads I'd think you would've noticed a frozen piston.

Balancing tires on the 4Runner needs to be done with the appropriate machine for best results.
You need to find a dealer with a Hunter Engineering Road Force Balancing machine. You also need to find one that uses the Haweka lug-centric adapter in conjunction with the Hunter machine.
I've had my KO's balanced once when they were installed 40k ago and there is 0 vibration all the way up to the 117mph.

front brakes + caliber + wheel balancing
I had the same problem, also steering wheel tilting to the right. They put new front brake pads + rotors also the caliper on the right side needed changed. They said they also balanced the tires. I don't know what they used to balance them. It's been 4 months since the shaking is gone and i'm keeping my fingers crossed it keeps up. Maybe it's not one thing only. A few things gone wrong at the same time might cause it. For me it could have been caliper + brakes. Or caliper + tire balance, or brakes and tire balance. Or it could be sth else besides caliper. The mechanic should look carefully and figure out what other part is old or looks compromised. Not just replace things to see if that's gonna work or not.

A strange cause of steering wheel vibration
Around 60 mph I had a mad steering wheel shake. I was told my steering rack was wobbling around and I got new bushings put in. This made the shake start at 50 mph and it was worse! took my vehicle back to the shop and they found half a gallon of water in my driver side tire. Now there's a slight quiver at 75. But I still need a balancing since the shops here don't have the adaptor for my car; small town probs.
