Should I be concerned?

I rotated all 5 tires yesterday. I lowered spare and noticed cable that holds it - has some strands broken (there are 4 or 5 individual strands sticking out). Can that be a problem down the road where it may snap and cause some poor motorist on the freeway to demolish his/hers Mini Cooper?

If it does snap...then yes. I'd keep an eye on it.

not only that... but does it look like it was tampered?

as in, it might be on the road to being stolen ?
 
It desnt look that someone messed with it, but it looks like old cable that had been used and showing its age by fraying.
 
That cable is fairly thick and strong, so I wouldn't be overly concerned, but then again it is the only thing holding your spare in place. I have an anti-theft lock on my spare, so even if the cabled snapped, it would still hold in place. You might want to think about installing a lock....it would kill two birds with one stone.

X2, just make sure its attached to something. Last time I lowered my tire, my chain was just wrapped around the rim. Haha.
