Should there be a fuse here?

I pulled the driver side interior fuse panel off today and noticed a handful of fuses were the wrong amp, and one fuse (top left 20amp) that shouldnt even be there. Plus previous owner had some wires jerry rigged to run a cb radio (i removed those before the photo)

Anyway, I noticed that the fuse location labeled "Power" in the top right hand location looks to be missing. I assume this is an important fuse?

thoughts? is this a fuse or is it empty? if empty what fuse should go there and what can i expect not to work properly without it?

Well....I had to stop by the parts store anyway so I picked up a new one. Right on the money. Fuse is in there, just the cover has broken off. After closer inspection, the filiment had a green tint and looked coroded, so long term may have been an issue.

Replaced with new 30amp and good to go.
