Shrinking Photos to post?

I have the standard "paint" program on windows XP as well as
JASC Paint Shop Photo Album- I can't seem to figure out how to shrink photos- I e-mailed them to myself via hotmail once, and that shrunk them down, but not small enough to post on this website. Any idea how to get them smaller in KB without making them so tiny you can't seem them?

The other night I posted pics for the first time.

This is how I did it.
1. Open Paint.
2 open pic you desire
3. select under the image file at the top stretch/skew
4. I took the full size pic straight to 25%. Not too big, not too small. You could probably shrink it less but I found this worked.
5 "Save as" with an R at the end of the name to indicate resized. This way you don't lose the original pic.
6. Go on T4R.org and Attach File.

If you install the Microsoft Powertoys there is a "Image Resizer" (on the right column of the page).

With this installed, you can simply right click a pic and choose "resize pic" and you get 3 options...small/handheld, medium, or large. It will make a smaller pic (renamed or overwrite...your choice)...it is a very handy option...just right click and resize :) there are a few other neat powertoys on there as well....enjoy :)

Thanks for the advice Guys, worked great. Got my photos posted under the gallery, "emergency response edition 04 4R.
