Normally i dont care about repeat threads but there was really one about this a couple days ago. And yes you can and buy it, but it is basically for looks only, it offers little protection.
Yes, they do still sell them. In fact, I picked one up myself about two months ago. They are a bit pricey, but it was worth it IMO. A link to where I got mine from:
It's only like $150. I guess it's a little pricy for what it is. I was happy to pay that though because there is not much else you can do to the front.
Bumpers are $600 at least. Real skids are $250 minimum and they don't look as good. Brush guards are $250 probably and I don't like those either.
They used to be only $100 and I got mine from a fellow yotatecher that was up grading his bumper so I got it for $75 shipped.
It's worth it to some people since you see fellow members dump several grand into 22" rims and those are for looks only,black/altezza headlamps/tail lamps,hoodscoops fill out that category but looks mean alot to people and some like a compromise between form and function and choose accordingly.
I like how it looks and it's something simple that stands out and it's easily removed when I hit the trails and it is ALWAYS removed for those trips,I never take a chance but on the street I think it looks good and particularly fits the Highlander/Sport models quite well. It's definetly not for protection but for the street going Runners you just install it and forget about it since buying a full real skidplate is a bit much for any street truck.
I know $150 would've been too much for me but getting the deal made it a no-brainer for me to add something to set mine off a little and add it adds well to the whole "TRD 4Runner Toyota never made" scheme I was kinda going for.
