Yes they are the same but use different brackets.

The Tacoma brackets work fine on the older non-fatlip bumpers but if you use them with the '99+ it sits way under the bumper. I have the Tacoma brackets and then fabbed expender plates to move the skidplate 3" forward and now the plate hugs the curve of the front bumper perfectly with a minmal gap.

The '02 Runner brackets set the plate too low and forward for my taste and I like my fabbed brackets better.

They should come with the skidplate and if it's 4Runner specific then it'll bolt right up and if it's for a Tacoma then you'll have to fab some extenders.
The extending pieces are really easy to do since it's just two rectangle pieces of scrap metal measured out to move the plate out as far as you like (my plate was moved 3" forward but another quarter inch would be better) then drill matching bolt pattern and get another set of bolts/nuts and you're all set.

My friend did mine and welded the lock nuts on top of the plates and then I primered them for protection from the elements.

Remember this plate is for cosmetic reasons only and does not replace the stock real skidplate that's on all Runners. It isn't thick at all and is just aluminum which would bend the first time it hits something.

Looks just like mine but my friend who made my brackets got fancy and welded the lock nuts on the top of the brackets.

Definetly better looking hugging the bumper IMO.

Here's is a pic of my plate extender.

now, are the front two and back two bolts parallel to each other, or are they offset at all.

and where did everyone find there skidplate for sale? i'm on the quest to find one for under $100

They are just offset from each other and when you have the plate and brackets you can make the templates for the extender brackets to fit exact.
