Small motor running on its own

Anybody have a clue what kind of small motor would just randomly start on it's own on a '14 4Runner? The engine was not running. It's in the back, mounted above the spare in a plastic sealed box with wires and tubes coming from it. I was in the garage and I heard it just come on. It ran for about 5 minutes and stopped. It had been several hours since I drove it, and I had opened the passenger door about 15 minutes earlier.
I have a few theories but they're all government related :usa:

Some kind of motor for the EVAP system. Aaaaand for the flux capacitor.

Its a compressor that pumps the same gas they use for chemtrails into your cabin. It's on a delay so you're not supposed to hear it.

I heard this the other night when I walked out in the garage. Thought it was alive! I turned the key on and off and it stopped.

I've had the same thing on my '14 TEP, took me a few times to actually put my hand on it to identify it. Looking at the hoses running to it, it looked to be emissions related.

There's a thread on it, if I recall it's near the rear quarter and related to vapor recovery. Shuts of after a few minutes.
