It's for linking your steering wheel controls with a new head unit, I think only for Pioneer. I could be wrong on the only for Pioneer part though.

Yea, what he said, but also for Sony, hence the PS in the part number, they make another one for other brands. But it allows an aftermarket headunit to work the the existing steering wheel controls.
