Someone tell me if this is right

Just picked up a 95 4runner v6, and i'm going through it and found these 2 loose connections. Is this right? Could be why my CEL light is on?

I'm sure it's related. I don't know a lot about your year model but it sure looks like an electronically controlled EGR valve to me.

Plug it in and see what happens. Some old school dropouts may think disconnecting it may save gas or something. Who knows. In the late '70's and very early '80's disconnecting pollution control devices and removing cat converters did help with performance and mileage. All the new stuff is so good the opposite is true.
