something wrong with wheels bearings?

I have a 2004 toyota 4runner sr5 4wd it has 76000 miles and i am getting a vibration that jitters the steering wheel back and forth at highway speeds when at low speeds if i roll the window down i hear a erh erh noise every turn of the tire sounds like its coming from the rear could be the front though. It sounds as if the tire were wobbling. i have brand new 265 65 17 bridgestone dueller ht 840 and had them ballanced i am in need of new shocks and struts but i dont thinkn that is whats causing it. any ideas? i was told by a parts guy at the dealership he replaced his shocks and struts around the same mileage and it got rid of his steering wheel vibration at highway speeds but that would not explain the rear tire i checked the lug nuts and tried to move the tire it didnt move?

I would take it back and have them all balanced again. I once bought a new set of tires from Big'O and they were wayyyy out of balance. You would think a tire store would know how to balance tires properly...

If a symptom began happening when a part was changed, logically that change likely had something to do with it. New tires, so it could be the tires or the balancing, or they screwed up putting the wheels on. Have the lug torques checked, have the wheels checked for balance, and the tires checked for out-of-round and for any odd wear. Rotate the tires around, see if the symptom changes.
