Steering Wheel Problems

I swapped a stock 2001 steering wheel from a 2000 4runner into my 2000 4Runner. The horn works, but the cruise control on both vehicles does not work. What gives? The clips were all attached and it looks like plug and play. Anyone have any ideas on the problem or a fix?

They were both working before the swap. Horn works. I don't think 2 clocksprings went bad while swapping steering wheels...

Any advice?

I'm not sure if the cruise system differs from 2000-2001 but there is a good chance it does because in 2001 they switched to drive by wire vs an actual throttle cable going to the throttle body. Something to look into.
