Straight to 4 wheel low

When I start my 2003 4runner, it goes into 4 wheel low 98% of the time. It happens 100% of the time in winter. It's tricky getting it turned off, kind of hit or miss, by doing a random combination of pushing the button and moving back and forth. Has anyone had this problem?
