STRG 10A fuse keeps blowing

A month ago I went to start my 4Runner and the dash lights came on but didn’t start. I had to let it sit overnight and the next day I went to put it on a trailer and as I was turning the steering wheel it locked. Before that the steering wheel was free?? Took it to Toyota and they came back and said the STRG 10A fuse was blown. Ok. But I was thinking why??
Today it did it again after I turned it off. The steering wheel would still rotate so I pushed it off to the side of a parking lot. Again all my dash lights come on but will not try to start. Changed out the STRG fuse and it instantly blew?? The steering wheel never locked when opening the driver door like it did the last time the fuse blew.
Would it be a stuck Steering wheel lock that went to ground??? I don’t have a wiring diagram to trace wires back to the fuse. I do think this fuse runs a few things but I don’t know everything for sure.
My son has the same 4Runner and when the wheel locks and you hit the start button the first thing it does is release the wheel before turning the engine over. Since it keeps blowing the fuse as soon as I place it in I assume I have some sort of direct short but not sure what to look for. Any ideas would be great.
