Surface Rust or??

Picked up a 99 and going to be cleaning up the frame. Take a look and see if you think its surface or something more indepth. This will be a first attempt at rust mitigation so I figured Id ask the panel for insight. Thanks and I hope everyone is having a great Thanksgiving.

Poke it with a screwdriver and find out. Honestly most of it looks like surface rust, the rust around the spots where the body mounts to the frame looks iffy so clean it up see what it looks like and from there you will be able to figure out if it needs a patch or fix it or leave it and paint it with chassis paint or por 15 or whatever you like.

My 4runner lived its whole life in NJ and looked a lot better than that. Definitely doesn't look like it came from down south.

Grind/wire wheel as much as you can then throw some primer and paint on it.

Yea I live in NJ and got mine from nj. And it looks mint. You just need to get under with wire wheel and other tools and take care of it. It doesn't look like surface rust. But doesn't look very very bad.
