The best way to do it on a budget is to get front Land Cruiser springs (7 wraps) for the rear and some new replacement LC shocks.
For the Front get some TRD Tundra Coils and Tundra Bilstein 5100's or OEM Tundra Bilsteins. If you're really on a budget you can get used Tundra strut assemblies and just use those with the 4Runner top plate.
Used LC springs are around 80-150 bucks depending on where you get them.
New LC shocks can be had for about 70 dollars total.
Used TRD Tundra Strut assemblies/coilovers are around 100-150 dollars.
So a 2.5-3" lift can be had for between 250 and 370 dollars if you don't mind some used parts.
