Swishing/scraping Sound from below?

So when I'm driving and its all quiet inside I can hear this scraping sound, it sounds like it's coming from the front. So I turned off my engine about 40 and it still happened. I tried 4x4 and w/out and still heard it. With the engine off, I applied brakes and I thought I could feel it throught the pedal....Could this be brakes? It doesn't exactly seem like it is consistant with the rotation of the wheel. So at 40mph its like 2 sounds per second. Thanks for your help.

When was the last time you replaced the brake pads, they have wear indicators that make a similar noise when the pads are worn down.
