I know this thread is a little old be here you go
The turtle wax bandt remover works really really well IF you do it right. A few things that are a must for it:
1. it absolutely MUST be a BRAND NEW bottle of it. If it sits for any amount of time (in my experiance) then it wont work.
2. Shake it really well.
3. That's really all, but to me it's key. The way you can tell is if it runs and doesn't really stay where you spray it (even on a vertical surface), then you need a new bottle.

Sounds like its time to call Turtle Wax cust service you know?
Another thought: How long was the tar there? I mean, I have had stuff on my paint for years (in S. FL on black car) and that stuff worked perfectly, however now I'm thinking, if your stuff was on there for a particularly long time, then maybe conditions were just right for it to actually eat through your paint, or graft itself to it? So then when you took it off, the paint came off too?
I think the TW is supposed to account for that though...
Yeah. I am not so happy! it just doesn't make sense to me. I will be getting a new bumper soon anyways and the spots are basically near the wheel well so I am not that pissed. It is as if the tar became the paint. I will call Turtle Wax customer service and see what they have 2 say...
Hmm try using kerosene with a bit of water, or get a 3 step detailing kit by mothers or meguire or bring it to to nearest detailing shop.

Just had to clean some tar off of the rear quarter & window of our off-wht. 4R... Tried bug/tar remover, but think it was old & thus produced lackluster results. What finally worked like a champ was some simple isopropyl alcohol blotted on a paper towel. YRMV, so test a small inconspicuous area 1st. But absolutely no harm dome on ours, & I had to remove a pretty good splattering of it. Re-wax that area though as I'm sure the alcohol does indeed strip away any wax.

Here in the Rotten Apple my glamorous job is milling/paving the streets and highways.
I know gasoline products aren`t good for the vehicles paint. On my old Ford I would just use a lil gasoline but I knew it would f*ck with the paint/clearcoat.
Griots Car Wash on a misted rag with warm water will do the trick then I just wet the spot I justed removed tar from and then quickly wash the area works well.
If you have globs of tar, DON`T use cold water on it at the car wash, that will only make the tar harder. Try diesel on a rag.
Wipe then use another part of the rag, dont use the same spot on the rag this only causes the tar to run.
