Around here, a vehicle that has blue lights only are Volunteer Firefighters. And, to this day (nearly 18 years) I've never seen one going down the road..or anywhere with the lights on. I see them around town ALL the time. But never going to a call or at a call.

In Hawaii that's a cop car, you see them all over. I was told that they only use personal vehicles in certain parts of the islands and it's due to bugetary restraints, that they cannot afford cruisers for everyone. The south shore of the Big Island is where I see these the most, whereas on Kauai they all seem to be regular black and whites.
It looks like the old school, Honolulu cop car lights. I remember they all had the single blue lights on their Monte Carlo 454s back in the late 80s and early 90s.
On the Big Island, the lights went all high tech in the past couple of years. I recently saw a Nissan Armada rolling down the highway -- full blue and red light bar across the roof, flashing light bar in the rear window, turn signals and headlights flashing intermittently. No way you can miss that coming down the road!

I grew up in Hawaii and that is what the police use but their is many blue & white units also.
Not sure if they use the same light equipment now as they did in the 70-80's.
Not sure exactly how it works, all I know is the officers are given a percentage of the cost of vehicle if they use their own vehicle as their on duty unit.
I still have uncles in PD back in Hawaii that use they own vehicles.
All of the outer islands PD officers, about 90% use their own personal vehicles.

I've seen many 4Runners in the U N Forces, all white with the U N written on them. Looks cool. Of course now that I've spent a few minutes looking I can't find one.
But I did come across a 3rd gen 4Runner converted to a news van reporting from the most recent war in Lebanon. Have a look.

The main upside is that Officers dont have to swap out equipment before and after work and its a write off for yearly taxes.
As far as vehicles are concerned, Honolulu PD cops can use Dodge Chargers, Chevy Trailblazers and Camaros, Ford Mustangs/Explorers, Chrysler 300s, Marauders, Nissan Altimas, Toyota Camrys, Highlanders and a bunch of others,... there are even 1 or 2 Saturns around...
Big Island PD (Hawaii County) I believe is a little less restrictive about its vehicle choices last I heard, I could be wrong...and you make "Motor" right out of the academy. They also get a little more subsidy than Honolulu guys.
Kauai and Maui Counties use all fleet, marked patrol cars.
On Oahu, lately, the most common are 4Runners (4th Gen), which are starting to phase out Mustang GTs/Cobras and Camaro SS's as most popular- I think more cost effective in the long run.
As any visitor to Hawaii (Oahu) who's been pulled over and they'll tell, the ones with those lights on the roofs ARE cops!!
FOR HAWAII (Oahu) DRIVERS: HPD got new low-profile light bars, on most cars, you can't see em until its TOO LATE!!:dammit:

Im from Hawaii and lived there for over 20 years. I've seen old '92 5.0 Mustangs & Iroc Z28's which look really sweet with the big shield on the doors. Oh.... heres a knee slapper, and I couldn't make this up if I tried.
I sware on a "free T4R.org" sticker (hint hint) that I saw a gold Toyota Camry with the same Blue Light SPecial on the roof. I was Koko Head bound on H1 in town. I almost crashed I was laughing so hard.

I'm on the big island of Hawaii, and yes you can use your personal vehicle. However, the vehicle of choice needs to be auto, within a ten year period of the present (so no 3rd gens already), and a few other things. You get monthly allowance on top of your salary for using your personal vehicle. No biggie tho. We have chargers, challengers, a lot of guys are rocking the new gen 4runners now too
