Tilt lever not locking...

The tilt lever on my 2003 SR5 does not lock, just moves back and forth freely, with no tension. The steering wheel itself doe not move up or down at all. It seems to be locked into the lowest position. I've looked at the service manual. Is this an easy fix? Would I need any parts, so I could get them before I pull it apart? Haven't seen much on this issue via Google... Thanks!

Does the steering wheel need to come off to remove the plastic covers over the tilt mechanism? Looks like only three bolts...

So, I removed the upper and lower cover on the steering wheel. just 3 screws. I can see the tilt lever, but don't know the next step. It moves freely with no tension. It is attached to a spring, but the spring isn't providing any tension. Any ideas on the next step? I'm at a stopping point. Thanks in advance.

Currently having same issue. Haven’t found much either on the subject. Did you notice a change in steering after the lever stopped working?
