Timing problem

OK, I have set the timing twice now, I line up the cam sprockets with the indents on the back timing cover, the crank marks line up and on O, set the tension pin and turn it over ( by hand ) twice, that brings the crank mark to where it should be, spark plug is out in #1 I placed a screwdriver in the hole and the piston is top center, check the cam sprockets and they both point to 2 o'clock not to the timing points, how can that be????

Not sure, it came back from the engine builder with the cover on it, I figgered they had set it. OK back to the 4 runner to pull the cover and belt.......
 
Thank you, I checked the timing marks and it had been marked wrong ( me ) I ran my finger around the bottom pulley until I felt a notch, it was about 3 inches from where it had been marked before, set that on 0 removed the belt, turned the cam pulleys until they lined up,installed the belt and turned it over by hand ( twice ) and guess what, everything lined up. Sure would help if I had a brain but I think it's all used up. If all goes well and why should it, it will be running in a couple of days, I hope before it snows, I hate lying in the snow working on something.
