I notice that the 265x70x17 seems to be the popular repalcement size. Are there any issues with it other than your actual speed is 3.4% higher.

Is it popularity due to:
a. it fills up the wheel more;
b. it is cheaper than the 265x65x17

I noticed a significant drop in power when I went from the 265/65-17 to the 265/70-17. Gas mileage also dropped a little over 1 mpg.

1 mpg ain't no big deal, but the drop in power is a real bummer. Prior to the new tires, the truck felt like it moved about with no real effort. Now the truck seems heavy.

If you're not looking for lift, my personal opinion is you should stay with the stock tire size.
