The answer to your question is... YES.
A 16" tire will weigh less than the exact same 17". A 17" rim will weigh more than the exact same 16". The amount of increase or decrease for each will vary for each brand/model of tire and rim. So it depends on exactly which tire and exactly which rim. As an example, the BFG TA/KO in 265/70R17 varies 8lbs depending on load rating (C or E) alone and I've seen 17" rims vary less, about the same and even more from the same maker but different models.
The only way to tell the difference is to choose the exact tire (including load rating) and exact rim you want and research the weight of both the 16" and 17" for that exact combination.
