Torque Converter wont lock up

Its kind of a intermittent issue. Usually I can turn the car off for a couple minutes and it will lock up again.

I heard a brake light switch can cause this? If that were the case would there be any effects (brake lights wont come one, staying on, or only the center staying on??)

Any suggestions would be appreciated

Also temps are fine and yes I know it wont lock until its up to opperating temperature.
