Torque for hitch bolts?

My hitch is showing a bit of surface rust, so I want to remove it and then powdercoat it. My only concern is tightening the bolts back to their proper torque. Any idea what it should be?

Hitch bolts? The torque for bolts that attach the receiver (PINTLE HOOK SUPPORT TUBE SUB-ASSEMBLY) are on the attached.
