Tow Hitch Wiring???

So I just scored a hitch for my 99 Runner and I can't find the wiring for the lights. It's supposed to be on the driver side rear panel, but when I went looking for it was no where in sight. Am I looking in the wrong place or do not all 4Runners for with a plus for a tow hitch?

If it didn't have the tow package there is no pre-installed hitch wiring. You can buy a wiring assembly that plugs right into the factory stuff (or cut and splice). Hopkins is one brand.
