Tow hook removal question

[Howie ya]

I used some wd40 and heat to remove the bolts with a 1/2 breaker bar. they moved but both broke the weld on the inner nut so the bolt is just spinning but not backing out. Any ideas? More for what to do when I get them out assuming I can cut them off with a cut off wheel, still need to mount the hitch so trying to figure out how to proceed. Thanks for any suggestions

I would cut the bolts off, then drill out the hole to the correct diameter for RivNuts. I did this for my frame when I was installing new skid plates as the front bolts were stripped to hell.
