Most people would say to go OEM over those, some have had good luck with the Ebay ones but most have not. They usually get a bunch of condensation in the lens and the beam patterns are usually awful.
 
No luck at all for me with the Ebay headlights. The beam pattern was all scattered and hardly usable, especially with drop-in HID bulbs. Go OEM to be sure.
But if you must get from Ebay, get the clear 99+ lenses (like these). So if you're not happy, you can retrofit them with projectors.
 
I found a set of good used OEM ones on ebay. Go OEM all the way. Search Craigslist for people parting out their 3rd gen and snag their headlights.
 
I have a driver side oem headlight from my 02, but the glass is shattered... err there's a hole in the glass.
 
I upgraded to similar headlights off of EBAY and for $75 I am pretty happy but mine are out of adjustment, I still need to align them.

I had the 97 lights and the glass is clouded. The new ones are a lot brighter. However if you already have the 99 lights you might want to just replace them with OEM.
 
Go OEM for the Headlights. Aftermarket off of ebay most likely will have awful beam patterns and poor quality.
 
I thought many folks have had good luck with Depo and Certifit lights? I know amazon sells the Depo pretty cheaply.
