Toyota dealership charges to reprogram options?

So, just an update. I ordered a BLUETOOTH android OBDII dongle to program the truck, and the damn Bluetooth doesn't connect either. Sending both back to Amazon today for a refund.

Mine charged $65 to change some techstream options. It was the same price for 1 or all options to be changed so we looked through and did all the ones I wanted. I had them turn off the seat belt chime, press and hold unlock to roll down all windows, and turn off the eco gauge.
