Toyota Safety Connect - renewing

OK, a couple searches turned up some facts/opinions on whether to renew the service when your year is up, however I don't see any posts related to this -

Has anyone tried negotiating or getting this for less than the 140/yr +- annual subscription fee advertised ? Is it anything like say Sirius?

I'm also curious about the location of the physical hardware in the 4Runner. Is it built into the head unit? What carrier does it work off of? Has anyone cracked into the software for any expiramentation?

It's a service sort of like GM's OnStar.
