TPMS Rebuild with New Tires? How many of you have it done?

I'm assuming it's more based on the age of the TPMS units rather than the mileage. Those things might sit in a warehouse for a while prior to being installed but I'm guessing that a vehicle less than a year old should be fine to not get the rebuild kit.

If you don't have any pre-existing issues on the TPMS (ie. leaking, etc.) and you are not planning to change them to a new wheel, then you don't need to have the rebuild done because there's no need to remove the TPMS just to change tires. They might tell you they need to, but any competent shop can replace tires w/o touching the TPMS.

I've had wheels for 6-7 years and several tire changes later, w/o ever rebuilding the factory TPMS, and still zero leaks up until the day I sold the car

If you are replacing the tires you should do the rebuilt kits, with is not only the rubber gromet but a new nut as well that is treated to stop leaking and corrosion. Anything else just a valve core change and new cap is good. Just use the right core as the wrong core can cause problem with corrosion.

When I mounted new tires on the existing stock wheels I did not do a rebuild. When my sensors were moved to my new wheels a Discount Tire did a rebuild kit all 4 wheels.
