trailer light wont work?

I have a 1999 4-runner, with a factory towing package. I tried to hook up the trailer lights and there is nothing. There is no voltage going to the electrical receiver? I checked all the fuses and they are all fine. The electrical receiver is spliced into the tail lights and then is routed fwd towards the engine. Do I need to hook it up near the battery or something?

Is the convertor box good? You need a box between the truck and the trailer to make the lights work properly. I think it's under the trim, on the left side, in the way back. I'd look there. I had to replace (years ago) in my friends '98.
