No need to move them. Just get a trailer wire extension (Amazon.com : trailer wire extension)
They come in various lengths from a few inches to several feet. Just plug in the extension and put the other end wherever you want.
But then when you're not towing you are driving around with a wire and plug end hanging down, not really a good alternative.
Be creative. You don't just leave it hanging. Use a nylon zip tie to attach it wherever you find it would be more convenient.

More convenient would have been if Toyota had mounted it near the hitch receiver. I'm guessing where they mounted it is for off-road clearance. The receiver hangs down anyway.
Now the smart ass answer. Get an extension for both the trailer lights and trailer brakes/lights long enough to throw into the cargo area and close the hatch.
Lets face it, where it is mounted sucks. Especially if you use it.

There was a thread that had a new post on this subject within the last month where one of the members remounted his plug next to the receiver within the gap in the bumper where it comes through. Wasn’t pretty but it worked. To locate it use the search bar. Might pull up some other ideas as well. And yes, I hate the OEM location too. It’s hard for a nearly 70 year old man to get down on arthritic knees to plug in, even worse to get back up.
You are the one that most understands, I'll be 70 next month and that location sucks. If you leave an extension plugged in all of the time it will corrode and I've reached under and opened the little cover and had water come out. I will look into relocating it.

I also use an extension. But I never thought about leaving it in place all the time. When I read that suggestion in the second post, I first thought it was a good idea, but thinking it through thought better of it. With the spring loaded cover open all the time, the socket would corrode quickly as it would pick up road spray on the highway, mud on the myriad of dirt roads I drive on, and ice during snowfall.

Trailer plug location
Agree that the location is really bad. I own a 2021 and a 2000 4 Runner. Sometimes newer isn’t better. Once my 2021 goes out of warranty I’ll move it. The will use a hole saw to secure it to the bumper.
