Transfer Case Gear Oil Question

I am needing to check the oil level in my transfer case. I've read it takes 1.5 quarts to fill it, but what I don't know is if fluid is suppose to be up to the fill hole. Can anyone confirm that the transfer case should be filled all the way up to the fill plug? Thanks!

Yes, I fill mine until it starts to run out the top fill hole. Between 1.5-2 quarts
